16th Point Buy

You're allowed to buy the 16th point in an attribute, if you couldn't have reached 16 due to having no points in it racially. This allows you to have a level 1 half-orc with 16 int, or a level 1 elf with 16 str, etc. Really opens up race/class combinations mechanically.
